A Vital Government Ally
The U.S. Department of Homeland Security, the U.S. Coast Guard and several Defense and Civilian Agencies count on us in an increasingly fluid risk environment.

With a wide variety of compliance services for multiple industries, ABS Group is ready to address the needs of your organization as it navigates existing and new state, national and international regulations and standards.
A Trusted Advisor With Decades of Experience
Government organizations face extraordinary pressure and scrutiny in light of a dynamic and fluid environment where risk presents itself in almost all facets of daily operations. Whether that risk has grown from man-made or natural origins or is inherent to your business, the one constant is that without a well-developed plan much can be lost.
ABS Group's Global Government team has worked with public entities for more than 20 years. We are here to work with you to create holistic solutions to meet whatever risk you face using an enterprise risk management (ERM) approach. Our major clients include large commercial organizations, as well as a wide range of departments and agencies across the entire United States (U.S.) and foreign governments, facing a variety of complex risks that threaten to halt an operation.
“Our Global Government team's focus is simple and steadfast. We strive to provide advisory services that reduce your organization's exposure to risk, increase productivity and leave your organization better positioned to achieve mission and commercial success.”
John Duncan, Vice President of Global Government

Through these partnerships, we are able to understand client needs and learn the exact nature of their values, goals and mission to provide customized solutions. Our collaborative culture supports our drive to be responsive to emerging market conditions and evolving trends, giving our clients the assurance that their problems are our primary focus.
As the world gets smaller, and both actions and reactions have global implications, we have evolved to meet our clients' implicit needs. Whether we are developing complex ERM solutions or training the next generation of frontline staff, every effort is made by our people to design a customized solution at the best possible cost and in the shortest amount of time. We do not strive to become embedded within an organization. We want to pass on our experience and best practices so that our clients become self-sufficient and can grow their programs to scale.

Case Histories Supporting the US Government
United States Coast Guard Risk Program
For the past 20 years, we have been the USCG's principal service provider for tasks related to risk analysis/management, risk-based decision making (RBDM), risk model development and consequence assessments. In the mid-1990s, we developed the USCG's RBDM Guidelines, which provided the foundation for the Maritime Security Risk Analysis Model (MSRAM) and the National Maritime Strategic Risk Assessment (NMSRA) methodologies. We have continually improved the NMSRA program through the execution of the 2004, 2006, 2009 and 2012 NMSRAs. We have also been the sole service provider to the MSRAM program since its inception in 2005. Our team has provided over 138,000 hours of staff support to MSRAM in a wide range of disciplines including methodology development, software development, data analysis, training, briefing support, meeting facilitation, threat assessment, vulnerability modeling, game theory application and consequence assessment.
DHS Chemical Facility Antiterrorism Standards Support
ABS Group has been an industry leader in assessing and managing risk to critical infrastructure since the company's founding in 1971. With decades of experience working in the refining, chemical manufacturing, pharmaceutical, nuclear power, critical manufacturing, water/wastewater treatment and transportation industries, we also have been the trusted provider of chemical industry subject matter expertise to the DHS, Office of Infrastructure Protection and Infrastructure Security Compliance Division (ISCD) since September 2008. The primary focus of this partnership has been to provide ISCD with technical support for implementing the Chemical Facility Antiterrorism Standards (CFATS), 6 CFR Part 27, which regulates chemical facilities that present a high level of security risk.
BSEE Enterprise Risk Management Support
ABS Group has provided project management support for the design of an ERM program to enable the agency to manage external operational risks as well as internal risks, traditionally focused on governance, regulatory and compliance risks and internal controls. Our Government team worked with the U.S. Bureau of Safety and Environmental Enforcement (BSEE) to clearly outline the requirements of recommendation process and to help ensure that the final selected model meets BSEE's needs. We helped BSEE evaluate existing capabilities, and identify capabilities to retain and implement a roadmap for selecting and implementing an ERM methodology. Upon completion, we reviewed the efforts during the period of performance and provided a final report outlining accomplishments, lessons learned and suggested areas of improvement for any follow-on work to facilitate the continued development of the BSEE ERM selection process.
