European Union Pressure Equipment Directive

In Europe, all equipment that contains fluids at a pressure greater than 0.5 bar must comply with the European Union (EU) Pressure Equipment Directive (PED) and bear the CE mark. This European-wide legislation applies in all EU Member States and many other European countries. Equipment regulated under PED (official ref. 2014/68/EU) includes vessels, tanks, reactors, pressurized storage containers, heat exchangers, steam generators, boilers, sterilizers, fire extinguishers, filters, accumulators, skidded assemblies, piping, different types of valves, industrial piping, safety devices and pressure accessories. For PED, each equipment type must be classified into a hazard or risk category (from SEP to Category IV) according to an ascending level of hazard. Based on the category, the manufacturer must choose a conformity assessment procedure to certify a product. Most of the conformity assessments require certification of a product or manufacturer's quality system by an approved/accredited third party organization called a Notified Body.

An Accredited Notified Body for PED Certification

PED Equipment Certification Services

Certification Process

ABS Group Ltd. services are accessible to all applicants whose activities fall within the scope of its authorizations without any undue financial or other conditions, except when fundamental or demonstrated reasons exist.

Responsibility

The Global Technical Manager for PED services or personnel granted Certification Decision Maker status is responsible for the effective implementation of the assessment and examination documentation review process, including accurate processing and reporting of certifications. This includes granting, refusing, maintaining, renewing, suspending, reinstating or withdrawing certification or expanding or reducing the scope of certification. The Technical Manager or designee is responsible for making formal certification decisions. Refer to our graphic for a full description of the Certification Process.

Certification Decision

This process consists of making decisions for granting, maintaining, recertifying, extending, reducing, suspending or withdrawing certification. The Certification Decision Maker reviews the product evaluation package for technical content, procedural conformance, traceability and the level of confidence placed on the assessor's recommendation based on information contained in the documentation package.

Technical approval is based on:

  • Scope of evaluation in relation to the certification application
  • Conformance with applicable Codes, Standards and the Union harmonized legislation
  • Evidence presented in the documentation package
  • Recommendation of the assessor/audit team

Qualification certificates are issued when all the applicable requirements are fulfilled, including payment of ABS Group Ltd. invoices.

Certificate validity is in accordance with applicable harmonized standards and the PED.

For QA modules, the certificate period and date rules are as follows:

  • The effective date of the certificate is the date of the certification decision made
  • Duration of the certification cycle for PED QA modules is three (3) years. When a certificate is first issued, its expiration date is determined by adding the number of years of the certification cycle minus one (1) day to the effective date

Reduction in Scope

ABS Group Ltd. may reduce the client's scope of certification to exclude the parts not meeting requirements when the client has persistently or seriously failed to meet the certification requirements for those parts of the scope of certification. Reductions will be in line with the requirements of the standard used for certification and the PED.

Suspension of Certification

Certification is suspended any time the condition of the client's management system cannot be verified or is verified as not being effectively maintained. Certification is suspended in cases when a client fails to meet its contractual obligations to ABS Group Ltd., including failure to pay invoices in a timely manner. The suspension period should not exceed six (6) months.

  1. Client's certified management system has persistently or seriously failed to meet certification requirements, including requirements for the effectiveness of the management system such as:
    1. Repetitive major nonconformities
    2. Major nonconformities on successive audits
  2. Certified client does not allow unexpected visits, surveillance or recertification audits to be conducted at the required frequencies
  3. Certified client has voluntarily requested a suspension

Withdrawal of Certification

Unless the necessary reexamination, verification or approval is carried out, EU-Type Examination and quality system approvals may be withdrawn in the event of any of the following:

  • When a client's management system demonstrates significant nonconformance(s) with audit standard or planned arrangements and a failure to react to and correct the nonconformance(s);
  • Failure of the client to pay ABS Group Ltd. invoices for services provided (per contract);
  • Failure of the client to provide ABS Group Ltd. auditors access to the certified facility for audit or surveillance purposes;
  • Change in the design, including materials, of the equipment certified;
  • Change of address, name or the ownership of the company;
  • The PED and/or other applicable regulations introduce new or revised documents that affect certification issued;
  • Irregularities such as misuse of the CE Mark or certificates, incorrect references to the certification scheme, or misleading use of authorization to CE marking, certificates, CE marks and any other mechanism for indicating a product is certified, found in the documentation or other publicity;
  • Failure to advise ABS Group Ltd. of changes to the quality system or the type of equipment being CE marked;
  • Quality system approval certificate if a periodic audit as required by the Directive is not carried out;
  • Failure of the manufacturer to take the necessary corrective action to ensure that equipment manufactured complies with the requirements of the PED

In most cases, withdrawal is preceded by the suspension of the certificate, but in cases of severe nonconformance or failure of the client to cooperate, withdrawal may occur immediately.

Withdrawal proceedings are initiated when the PED Technical Manager is notified of one of the conditions specified above. A formal withdrawal notification is sent to the client. A copy of the communication is maintained in the client file. The notification details the client must immediately cease any claims of certification, including any use of the certification mark(s).

If the client disagrees with the decision, appeals are handled according to the appeals process.


Permanent Joining Personnel Certification

As a Notified Body under PED (2014/68/EU), we can approve personnel performing permanent joining operations on pressure equipment in categories II, III and IV.

Certification Process

To be eligible to be certified, the applicant must possess sufficient knowledge and skills of the permanent joining operation and should be in good health with no anomaly in vision, hearing and mobility to the extent necessary for the joining operation.

Revocation of Qualification

When there is a specific reason to question a certified individual's ability to make permanent joints that meet the product standard quality requirements, the qualifications that support the joining operation performed by that person shall be revoked. All other qualifications not questioned remain valid.

If the client disagrees with the decision, they have right to appeal. Appeals are handled according to the appeals process.
