U.S. Army Awards Contract to RMC to Strengthen Operational Technology Cybersecurity

(Arlington, VA) – RMC, an ABS Group Affiliate and a leading provider of industrial cybersecurity, risk management, and mission assurance solutions for critical infrastructure and critical missions, has been awarded an Other Transaction Agreement (OTA) by the U.S. Army to strengthen the cybersecurity and resilience of operational technology (OT) systems supporting U.S. Army installations.
The Industrial Control Enterprise Defense (ICED-603) Phase 2 Prototype OTA was awarded to RMC 2021 LLC by Army Contracting Command, Aberdeen Proving Ground, Huachuca Division, on behalf of Army Materiel Command. RMC is serving as the prime contractor, with Concurrent Technologies Corporation (CTC) as its subcontractor.
The approximately four-month prototype will demonstrate a vendor-agnostic, Zero Trust-aligned approach to securing operational technology, including facility-related control systems (FRCS) that support critical installation functions such as building automation and utilities. The effort will focus on reducing cyber risk while maintaining operational continuity and avoiding unnecessary replacement of existing control system infrastructure.
"This award represents an important milestone for RMC as our first cybersecurity contract with the U.S. Army," said Vince Kuchar, President of RMC. "We're proud to bring our experience in OT cybersecurity, mission assurance and critical infrastructure to an effort focused on protecting the systems Army installations depend on every day."
RMC's approach combines mission-informed assessment and remediation with secure network segmentation, maintenance access, security monitoring and an OT data integration layer. The team will also develop reusable remediation patterns that can be applied across other Army installations, along with Risk Management Framework (RMF) evidence, training and transition support to help ensure the Government retains control of its networks and systems.
The ICED-603 prototype is designed with scalability in mind. Upon successful completion, the agreement provides the Government with the ability to pursue a follow-on production OTA, creating a potential pathway to expand the approach.
"Army installations depend on control systems that must operate in a fast-evolving threat environment," said Jim Lutz, Vice President for OT/ICS Cybersecurity at RMC. "ICED-603 gives us an opportunity to demonstrate how the Army can strengthen these systems based on mission risk while avoiding unnecessary disruption and vendor lock-in."
The award expands RMC's work in OT cybersecurity into Army installation operations, building on the company's experience securing critical infrastructure and control systems across government and other critical mission environments.
