Develop and Implement an OSHA PSM Program with our 3-Phase Approach to Process Safety Management
Following a strategy that has been successful with other clients, ABS Group recommends a three-phase approach to support clients as they develop and implement PSM/RMP systems at their facilities.
Phase 1: Conduct PSM/Accident Prevention Assessment
Phase 2: Develop/Improve Selected PSM Programs
Phase 3: Execute Specific PSM Activities
COMAH and SEVESO III Regulations
The Control of Major Accident Hazards (COMAH) and Seveso III regulations in the UK and Europe require companies handling highly hazardous materials to identify the hazards that exist, the measures in place to control these hazards, the programs in place to maintain the integrity and assure the reliability of equipment and protective features, and to demonstrate that the risks of a major accident are being controlled to a reasonable level.
Our Process Safety Management Services
Process Hazard Analysis
We are a recognized leader in conducting efficient and value-added process hazard analyses (PHAs) for a broad range of industries. Having served hundreds of major corporations and performed thousands of initial PHAs, PHA revalidations and related studies, our engineers are respected experts in their field.
Incident Investigation and Root Cause Analysis
We assess a variety of hazards that could lead to a potential incident and provide management and technical support when a response plan is needed. Our root cause analysis and safety management experts are available immediately to manage an investigation.
Our global network of process safety auditors have specific, practical industry experience and deep knowledge in the various PSM/RMP elements. Our reputation as a leader in this field is confirmed by our role supporting the U.S. Chemical Safety Board on issues of national significance.
In addition, our personnel are familiar with issues targeted by OSHA regulators in National Emphasis Programs for both refineries and chemical facilities. This network of auditors has access to expert resources that can help augment your knowledge base and can be researched to provide good industry practices and benchmarking for technical questions that may arise during audits at client facilities.
An effective safety culture is one in which people do the right thing, all the time, even when no one is watching. To drive this level of performance, factors like management beliefs, values, myths and company policies and procedures must be aligned and reinforce those values.
Responding to unsafe behavior with corrective actions and activities like training and communication that build employee involvement and buy-in are powerful influences that strengthen an organization's safety culture.
Having spent decades supporting organizations with RCA and Human Factors, our experts identified a gap in understanding safety culture and launched Cultural Cause Analysis™.
We have worked with many clients to audit, develop and implement management systems that help asset owners confirm the integrity (functionality) of their equipment.
These programs have addressed all aspects of equipment integrity, including:
- Compliance auditing against regulatory, internal company standards and/or industry best practices
- ITPM strategies/plans including risk-based inspection (RBI), reliability centered maintenance (RCM), criticality based maintenance (CBM), etc.
- Quality assurance (QA)/quality control strategies/plans
- Procedure development and training for maintenance technicians and others whose work directly affects equipment integrity to confirm that their work is performed in a safe and reliable manner
- Approaches for resolving equipment deficiencies in a timely manner
Training and development of staff is crucial to reduce on-site incidents, stay up to date with the latest regulatory changes, and support staff in their career development.
We offer training to support a wide range of PSM services including:
- C100: Process Safety Management
- C101: Compliance Auditing
- C103: Risk-Based Process Safety
- C131: Mechanical Integrity and Understanding RAGAGEPs
- C120: Root Cause Analysis and Incident Investigation
