Jenniffer J. Villalobos is a Senior Principal Engineer for ABS Consulting. She earned a B.S. in Chemical Engineering from University of Zulia (Venezuela) and has more than 28 years in the energy sector with over 18 years of experience developing and enhancing Process Safety Management (PSM) Programs to transform company culture from compliance to operational excellence; Audits to satisfy Federal OSHA’s PSM standard and EPA’s RMP rule and California OSHA and EPA regulations; Process Hazard Analysis and Incident Investigation facilitation; Review and implementation of Management of Change (MOC) / Pre-Startup Safety Reviews (PSSR) programs, assessment of Process Safety Culture and assistance on implementation of recommendations, and development and implementation of Process Safety training at corporate and site level. Her experience includes processes involving oil/gas production, refining, chemical and petrochemical production, gas processing, storage and transportation (rail, pipeline, barges) and any related utility processes.
Currently, she assists clients with full and partial PSM/RMP program development, implementation and program auditing to satisfy OSHA’s PSM standard and EPA’s RMP rule requirements. She is a member of AiChE and has served as chair of the AiChE Global Process Safety Conference since 2020. She is also an instructor of ABS Consulting’s courses on Hazard Identification, PSM/RMP and auditing.
